Hi there Mr Kenny. I had written you last year concerning some issues with the Philadelphia Fire Department and an elderly relative's treatment. You did put me in contact with a fire department captain and we had a meeting. Whether that meeting was productive remains an interesting question.
 
What is happening now is I am feeling the brunt of Philadelphia's complete incompetence in handling matters of elder care. In 2013 I was misled by lies of PCA. It is my understanding that in long term care situations heaqlthcare providers hicth a family member to cover for issues such as death, medical mistakes, etc with complete disregard for the family member. In the case of PCA, the misrepresentation was fraudulent and frankly speaking they are (were) in violation of accepted federal and international labor law. Specifically to state that someone works for another and will be subject to punishment for failure to work is an example of forced labor. Forced labor is banned in the free world.
 
I was paid on average 10K per year as a caregiver for a total of roughly 5 years. Toward the end caregiving cost me 17k in bank loans as PCA only is an extension of welfare. Let us be realistic. The City of Philadelphia does not have an answer for the issue of elder care in terms of assisting elderly parents. PCA provides a welfare check and in my case I was duped into what can best be described as slavery by an either ambitious or lunatic case manager.
 
I want my money back. Because of PCA I cannot borrow a dime from the bank, I have lost property, and everything they said they were helping turned into sh-t. Also, the case manager's immediate supervisor upholds every action, as if they were protecting the relative. The people I have dealt with in PCA are complete idiots and failed to let go of the situation until the relative was placed in a nursing home.
 
I would like to discuss this matter with people of normal human intelligence. The alternative is that I may proceed with the department of labor. If I do so, it may take forever, but fines would be in order and the specific lkaw has a 10 year statute of limitations for collecting damages. 
 
No personal offense, but the city of Philadelphia is much like Planet of the Apes. I am hoping t9o be free one day from this place.
